Another vote for Redmine here. It's a great tool for managing projects... and I've used it for everything from simple bug reporting to animation production. It can be a bit resource-hungry, but it really does have all of the requisite tools for the stuff you're looking to do.
Integrating it with NextCloud might be an interesting approach.
This update certainly does give the site a nice "fun and inviting" feel to it.
I do, however, miss having the ability to see how many comments an article has without having to click into the article. I often returned to the main page of Opensource.com to quickly see if there was any new discussion on the articles that interested me. Now I can't really do that.
