Roland,

You are right, it is because of the free software and discounted hardware that many libraries keep using MS. I do know of many many libraries that have switched for FF/Chrome and OpenOffice/LibreOffice despite that. So, yes, libraries are learning and I'm out there teaching them as quickly as I can :)
