Depending on the site/publication, I think you can publish an article in any stage, as long as you add a disclaimer at the top (and anywhere else necessary, such as code that hasn't been tested yet, etc.). This kind of content fact checking, polishing, and proofreading could work great for community projects that don't have a communications person on the team. Also, it's a great way for new contributors to help out.
